Lightbulb general observation

my general observation in respect of the observatory is : it is restricted for the general viewing, the observatories in the world are mostly use for the "study" only, for the general observation through the observatories, it is difficult to see all the time. There is a great need of "earth based observatories" to study the universe as well. the Hubble is working as "sky observatory" like and it is functioning very nicely.

Today when the awareness is increasing in the world as far as the "space and astronomy" is concern there is also a need to explain why atleast one observatory is needed in the every city of the world.

How about just outside the city, that way you don't get a lot of light pollution?

thanks mangler and dragon for the replies, but is much difficult frequently to visit the observatory and see the show which is going on in the sky.
